Agents work from the actual codebase — structure, conventions, history — not a summary of it.

Every change moves through scopes the team defines. What an agent may touch is policy, not luck.

Sessions run locally and leave a record a reviewer can walk step by step — decisions, diffs, and dead ends included.

Control before autonomy

Autonomy expands only as the review record earns it. The default posture is conservative on purpose.
